In liberal democracies, mobility control normally targets foreigners. Noncitizens beyond the border need special permission to enter, while citizens inside are free to move or leave. The securitization of mobility changes this. In this instalment, Sverre Molland and Biao Xiang discuss how citizens’ rights of mobility become contingent upon the particular ways in which they move, and how the change is conditioned by local political and social contexts.
